i noticed mapmakers with more than 10 maps published under different psn names. How is that possible? Do you have to make multiple logins on your ps3 and sign-up extra psn accounts? what is ubisofts policy on that if they find out?

Yep, I have multiple logins for my PS3. I currently use 3 of my logins for map making. Since Ubi won't give me more than 10 slots, I'm making my own.

On the other hand, I don't even think i need more than 10 slots, because firstly, making 1 map takes lots of time, 10 maps take probably a few months or more, and secondly, it shouldn't be a big problem because people can ask if they want an old map they
don't have.

Ubi is supposed to be increasing limits for those they deem deserving. Unfortunately, nothing has happened since the announcement. This was also around the time the 'hardware' issues started and the recommended list stopped, so it may be the same issue. I'm interested to see what happens with support now that the patch is out.
