I say it's not easier. Well, maybe on maps on which it really comes to combat at closest ranges, where people are sort of locked in a thin corridor. But think of what you can do with the AR-16 on most maps, then compare that to what you can do with the PKM, you'll find the AR-16 way easier. On midrange+, the AR-16 is WAY easier to use. It's a NOOB gun.
For the "spray 'n' pray" (or is it "pay"?

) tactics, you might as well wanna use the SAW...
The Homeland does have a nice range, but I don't think it's anything like the Star. You can easily dish out headshots at distances like 60 meters with the Star, but try killing an enemy with 1 shot from a Homeland, at the same distance, the opponent will turn around and kill you, even if one or two bullets hit him.
[offtopic]Btw: Comparing JC2 and FC2 in terms of gunplay, you will notice differences like miles between. There are two shotguns @ JC2. A sawn off and a semi-automatic M1014. Both have almost the same range, the M1014 of course a bit more. But the funny thing is: Both have WAY more range than the Homeland from FC2; you can basically kill an enemy from 150 meters distance with three shots).
The M1014 is one heavy beast I tell you. Well, in JC2 it really is. If FC2 had something like this. Got a bunch of soldiers and a colonel infront of ya? Upgrade that thing to Lvl 6, then just dish out one shot per enemy. One shot to the colonel's face and he's dead. This gun is WAY stronger than the .44 magnum in JC2.
Also, there's a kind of MP5/Tec9 mix SMG. That little thing has a range of hundreds of meters. I think 250 or something like that. Equal to the Bull's Eye Assault rifle, except it has no scope.
The sniper rifle has slightly more.
Now the rocket launchers from JC2... they have an
unlimited range! As long as the player is within a certain range of the rocket, the rocket will fly ahead and not explode. So you can actually take the parachute thrusters and try to keep up with the rocket. As long as you do, the rocket will fly.
