From Big Download:
2008?s release of developer/publisher Ubisoft’s open world first person shooter Far Cry 2 was met with praise from critics and solid sales. Even before the game was released there was talk of making Far Cry 3. Now a new rumor from the pages of PC Gamer’s latest print magazine suggests that Far Cry 3 is in full production mode.
The magazine, in its rumor-filled Spy column, states that the game is “in full swing now” at Ubisoft’s Montreal studios. According to the article the game’s development is being lead by Josh Mosqueira, who previously worked over at Relic Entertainment as the lead designer for Company of Heroes. There’s no word on what the game might be about although previous suggestions about Far Cry 3 stated the game would stick to Far Cry 2?s African setting.

Far Cry 3 is the upcoming sequel to the 2008 video game Far Cry 2.[2]
The unnamed sequel is in preliminary stages of development. Far Cry 3 will continue to take place in the African setting. However, Kevin Shortt, an Ubisoft scriptwriter, mentioned that the Antarctic setting is a possibility for future games.[3] On 29th of August 2010 WebHallen.com and Game.se rumored that Far Cry 3 will be launched this year and will include Ubisoft's infamous DRM protection.

Well substantiated rumours surrounding Far Cry 3's all but officially announced existence have been flowing since before Far Cry 2 was even released in 2008, and now more speculation has been added to the pile with suggestions that the game's production is well underway at Ubisoft Montreal.
According to PC Gamer's latest issue (thanks, Big Download), Ubisoft Montreal is in full swing with development of the title, while the vacant Creative Director role on the Far Cry dev team (previously held by Clint Hocking before his move to LucasArts) has been filled by former Company of Heroes and Dawn of War Design Director at Relic Entertainment, Josh Mosqueira.
Mosqueira's Linkedin profile does appear to corroborate the story to a degree as he lists himself as a Creative Director at the Ubisoft Montreal studio (which developed Far Cry 2). The listing also reveals that he started work at the studio in October 2008, which would've been around the time that production commenced if previous rumours are to be believed.
